When people refer to seats 1-7 as early position, are they referring to pre-flop position? Would that make seat 8 the button, 9 the SB and 10 the BB?

Seat numbers are given relative to the actual dealer. The seat to the dealer's immediate left is Seat 1, then clockwise around the table. The seat to the dealer's immediate right is Seat 10 at a 10 handed table.

Position is relative to the button. The seat to the immediate left of the button is the SB, then the BB. Next at a 10 player table are early position (UTG, UTG+1), middle and late positions ( sometimes designated MP1, etc.) and the CO (cutoff), which is to the immediate right of the button.

I'm guessing you're talking about the numbers given in the AM guide, where it talks about early as being 1-7. In that case, you're early if you're anything except the Button, the Cutoff, or the player to the right of the Cutoff.
