EPT prize money question

Buy-in to Monaco EPT is 10 000 Euro.
28th prize is 11 500 euro or so.
Do you actually only win 1500 Euro if you take 28th prize out of over 200 players? Or is it 11500 plus the buy-in?
If not it seems pretty tough to make money in these tournaments, even for a hardcore pro.

In last year's WSOP ME you could outperform over 2000 players and then only get your investment back.

That's how poker tournaments work. If you want to win money, you have to win tournaments.
