How to find someone?

I've got a name and city of last known residence (about 2 years ago) and thats about it. Im not sure if this person ever moved, and i never knew the full address.
What's the best way to go about finding a number?

while this is an interesting possibility, the reality is i am just too cheap to pay classmates.com $15 for an email adress that may not even be current/active.
