Player UTG is a straight forward tight player. He would open UTG with 99-AA AQs-AKs, AK and possibly AQ. I would say AJ or AJs would limp/fold majority of time from this player. This player is in control of his game, and will fold or call down with A high when he thinks neccessary, could pretty much call him a non-tricky 2p2er. He views your play as tight, but hasn't seen enough of you to see how tricky/aggressive you may be.

He raises UTG in 10 handed 20/40 live game, which is playing 3-5 to flop for the last few hours.

What's your action when folded to you in the:

A) SB with QJs (BB is loose passive)
B) BB with QJs

I would fold from the sb for 3/4 a bet. Maybe call from the big blind, but it is to easy to be dominated in this spot. You might want to throw in a raise on occasion for some image.

I think both are probably a call. In the SB it is easy call assuming we think the BB is calling >50%. In the BB it is close, but a call seems ok if he really is not tricky. I don't hate a fold much in the BB though.
