Im at a pretty tight table, and I have been taking down the blinds with most of my raises on good hands, so I have started raising on the button with a wider range of hands, mostly, I still take the blinds.

Did I scare him out?

I think you have to bet 2/3s here. You don't want him sucking out on you and if he misses, he's not calling a bet from you anyway.

10 bucks here is more than enough to kill his flush draw odds isn't it?

I think you can induce a bluff if you check the turn. This is a mean variance preference issue. If you are wiling to increase your variance, just call the flop, and raise the turn, then make a 1/2 pot bet on the river.
