Overlap program?

Dont know what I am asking for but I have seen mentioned a program that changes to the window your mouse is over. What program is this and where can I get it?

tick "activation follows mouse", and play with the autoraise timer. 200ms - 500ms is a reasonable range to start with, it's a matter of personal preference how fast you like, experiment, see what you like.
