Russia has been targeted by terrorism. Russia is known to have a large intellingce agency. Russia sells technology to Iran and weapons to Syria. Would they do this if they believed in Bush's theory of "terrorism conspiracy"?

Stupid claim. Russia is not that poor. They are in no way dependant upon these money to finance their state. They are much more dependant upon United States financially.
