Sometimes a player at a table will run out of the appropriate chips, and all he has left is cash or large chips. In this case, It appears he wanted to place a big bet, so he put a $1000 chip out. The dealer will "mark" the chip with $160 from the pot and leave it out in front of the player - that way, when the hand is over, the dealer can make apporpriate change from the pot, and the winning player will get the $1k chip as part of the pot.
