Under state law, any voter may request a recount in an individual county as long as he posts a bond to cover the cost. On Friday morning, Siegelman supporters promptly showed up at courthouses around the state to set the process in motion.

They quickly encountered a roadblock in Baldwin, where Republican District Attorney David Whetstone told election officials that they needed a court order to open election machines. Whetstone made the call even before Pryor issued his opinion; afterward, the three-member canvassing board headed by Johns opted not to perform a recount.

But, Davis said, Mobile County doesn't use ballots. Voters in Mobile County enter machines and push buttons to make their choices, and each machine electronically keeps track of the totals in each race.
