UTG is loose and pretty passive preflop (67/5). He seems to be rather passive post-flop as well.

bet-call, IMO. No reason to put him on a T, mostly because he checked.

I could see some reasons for checking to showdown, but with your read on him, its more likely he is just playing TP. I would not fold in this situation in any case, unless I had a perfect read on what situations the player tends to bluff. (And still extremely unlikely)
