Strange Jackpot Setup?

I played my first BM this weekend in biloxi and noticed the jackpot sign. i thought it was odd, but tell me if it is standard. There were 9 slots on the board. 3 for omaha, 3 for stud and 3 for holdem. there was one jackpot under each for aces full of kings beat, then quads beat and lastly straight flush beat. i thought that there would be one pot for each game and if it hits, the whole thing goes out. these jackpots were pretty small, only about 3k each instead of around 10k.

I've never seen that. I'd guess it's there so that the "easy" bad beats get hit more often for small amoutns. Then, when somebody finally loses with a straight flush, the cash in for the big money.
