American Tax question

I'm not from the states and was wondering how it all works. I remember reading a thread sometime ago about a guy who was traveling but still have to pay some sort of tax to the US. Do you guys still have to pay tax in the country you work.

you pay in the country where you work, and can deduct that (up to a certain amount, i think) from your us taxes.

you pay tax where you are paid. but if you are a US citizen working over seas and you make over 80k USD then you have to pay US tax. i think its at a discounted rate though.
