I was in a $1-2 limit hold'em game at the Bicycle (California).

I get dealt J/images/graemlins/spade.gifT/images/graemlins/spade.gif and limp in. The dealer proceed to show the first flop card (a Q/images/graemlins/spade.gif) when one player says he hasn't acted yet. The floor comes, says the Q/images/graemlins/spade.gif is burnt and puts it aside, face up. The dealer then shows a new flop, and the hand goes on.

Is this OK? Should I have said something? Can I, at this point, refuse the hand and ask for my $bets back?

Something is wrong--either your description of the events, or the ruling.

Are you saying the dealer:

burnt
dealt 3 cards face down
turned them over, only exposing the Q /images/graemlins/spade.gif

and that is when the player spoke up?

I am not sure exactly how she proceeded to deal the flop, but I remember she only showed the first card.

So:

1) She burnt one card.
2) She started to deal the flop, showing only one card, Q/images/graemlins/spade.gif
3) The floorman came, burnt that Q/images/graemlins/spade.gif while leaving it face up.
4) She dealt a new flop (can't remember if two cards where already face down in the center of not?).

Does that make sense?

Then the floorman made the wrong decision.
Roberts Rules:

4. If the flop needs to be redealt because the cards were prematurely flopped before the betting was complete, or the flop contained too many cards, the boardcards are mixed with the remainder of the deck. The burncard remains on the table. After shuffling, the dealer cuts the deck and deals a new flop without burning a card.

_________

The Q should have been shuffled back and have a chance to show up.

Thanks, I'll know next time!

Are robertsrules the generally accepted standard rules, in any Vegas Casino?

Yep, the floorman used the premature turn or river rule where that card comes back, action is completed on the round, a new card is dealt, then that goes back to the deck to be possibly shuffled.

Remember that mistake next time you win a pot with that dealer in the box. /images/graemlins/grin.gif

Yeah, all dealers should be perfect at all times, like shawn.

If the dealer already burned, then showed any part of the flop before the last person acted the proper way to do this is to re-shuffle the flop, then re-flop with no burn. On the other hand, the floorperson made a decision and all floor decitions are final. Doesn't mean you or I have to agree.

Obviously proves the floorman hates you personally.

If they burn the 7 /images/graemlins/diamond.gif, do you think the guy playing 6 /images/graemlins/diamond.gif-5 /images/graemlins/diamond.gif ought to get his money back?

What if it's not the flop that's exposed early, but the river. Example:

2 players (I held AJo)
Board: 3 A K 8
Player 1 bets, I raise, before player 1 (in #1 position) calls the dealer burns and turns the river (an A), realizes his mistake and tries to cover the card with his hand. Player 1 had not seen the card, but it has been exposed. The dealer then shows the A and puts it back in the deck, lets player 1 call and redeals the river (a 2). Check/check and of course player 1 shows K8o.

I wasn't until later that I kicked myself for not calling for the floor. Would the rule that was sited apply to an improperly exposed river card also?

Yes, The river comes back. The river card is shuffled back into the deck, the burns are left alone. One cut, no burn, (there's already been a burn), and the top card comes out as the "new" river. Anytime there are cards that are pre-mature in coming off the deck they come back.
