when is it correct to steal in this situation?

and do you raise 2.5BB, or all in for the steal?

Kind of a vague situation. Want to slap some numbers on it? Stack sizes, blinds, just something that we can work with. I have a hard time getting a feel for the situation without some numbers. Thanks
