a number of times over the past few sessions I've had people checkraise me on the flop/turn and fold to a 3 bet. on the flop this strikes me as both odd and terrible, and I am curious if it means that player is just taking a shot at me.

I very very rarely fold to flop raises so I am not sure if it's just a freak occurence or what.

Yes, this is absolutely what it means. Most players will not fold a pair to your 3-bet in these situations. Even otherwise solid opponents do this a lot at 10/20.

Either that or they think your are very predictable, meaning they can get whatever info they need with a weak pair.
