Consumption Tax Question

For those how are familiar with the consumption tax idea (like the one promoted by www.fairtax.org (http://www.fairtax.org)), what are your thoughts on how this would effect purchasing offshore? How bad of a problem would smuggling jewelry and other expensive merchandise into the U.S. be? How easy would it be to regulate and watch international purchases? For example, I log onto a UK website and purchase an item. That business sticks it in a box and mails it to me. How hard is it for the U.S. government to assure they get their tax?
