The leaders of Iraq's emerging new government must not allow "turbulence or incompetence or corruption" to slow or foil progress toward building democracy and defeating the insurgency, Defense Secretary Donald H. Rumsfeld said.

"It's important that the new government be attentive to the competence of the people in the ministries and that they avoid unnecessary turbulence," Rumsfeld said.

Reading between the lines, does this mean "We'll tell you who's OK and who's not"?

What I get from is a warning that the new Iraq leadership needs to keep its eye on the ball. I think you could also take away from it that if they don't we will insure that "progress" still goes forward.

nah, i think rummy would say something like that in a far more ham-handed manner. he's got his bright sots, but diplomacy and tact are not among them.


it's a somewhat ironic(sic) statement, no?

Nah. The Iraqis probably asked him if he thought "turbulence or incompetence or corruption" was good idea. (I've often wondered myself.) Another benefit to having strong and decisive leadership in Washinton.

When we first got involved, Rumsfeld defended the lawlessness by saying democracy is messy. Now he's in favor of tidiness. It seems there was more to what he said than meets the eye. Your surmise in your last sentence seems correct.
