say you are sitting at a 10-handed table, and get dealt 23s on the button. If every player at the table limps in, would it be correct to assume that you will probably hit a pair or low straight with 23s more times than usual? The reason I ask this is because if everybody limps in, they probably all have playable hands, or in other words, not low cards. Does this mean that the flop will have more low cards?

in a word, yes, its correct to consider assuming this.
