is it possible to halve the speed of a song without dropping it an octave in pitch?

there are plenty of tools which allow this, are you trying to learn a song by ear or something?

Yes. Put the song on CD. Get (or find someone who has) a Pioneer CDJ-1000 MK2. Hit the "Master Tempo" button and set the tempo to -50%.
