No, I think at least 1 in 10 people should qualify as the top 2% in IQ.

Our goal should be a society without classes. We should never let a child fall behind. I say, we should have 10 out of 10 children with IQs in the top 2%.

reminds me of the old joke where sick days are being taking on a Fri or Mon. almost 40 percent of the time, so the boss says no more sick days near the weekend...
