I salute the noble sentiments behinds that man's words.
Unfortunately, he is wrong. The Pope is a head of state. The Vatican, besides being the center of the Catholic Christian faith, is, legally, a sovereign state, with ambassadors around the world, ministers, etcetera. (It also sports a mercenary army!)
