I need clarification on this. I hope a rules pundit can help.

NL holdem tournament. Blinds are 1000-2000. At the turn, player A goes allin for $500. What are the options for player B assuming there are 3 players in the pot.

Can he:
A) Raise to $1000
B) Complete to $2000
C) Raise to $2500

The question is, ultimately, does the player need to adhere to the limit of the game being played at the time.

At first glance, I thought no, yes, no, thinking it was pre-flop, then I reread and saw that the question is about the turn. Wouldn't that be no, no, yes? Maybe I'm wrong, but when A goes all-in for 500 on the turn, player B can just call it but if he raises it has to be at least the size of the big blind, another 2000.

A) clearly no
B) not sure, probably no
C) clearly yes

Roman's answer is wrong for NL but would be correct for limit.
