i know this is a highly talked about topic.

when is it correct to raise with these hands in LP..

when there is 3 limpers and you're in the CO or button? do you need 4 limpers for this play to be good? can you do it with 2 limpers? can you do this play from the hijack seat?

My personal opinion is that with 2-3 limpers your best play is a clear call, whereas with 4 limpers you can start to raise some of the time. The best raise is from CO in order to buy the button. Raising from the button ends up just cutting into your implied odds but will frequently allow you to see 4 cards by checking through. Raising over 4 limpers becomes better if people are too tight and you want to commit them to calling later in the hand those times when you do flop your set. When people are already chasing the weakest of draws all the way anyway you do much better to just call preflop even when there are a lot of limpers.
