Really need reads to make proper comments on this.

How likely are they to call Preflop with marginal hands?

If the flop was good enough to bet/cap then why isn't the turn worth betting?

Agreed. I think you can fold the turn safely, but I can't be positive without reads (excuses, excuses).

Why cap the flop if you don't intend on leading the turn? Regardless, don't cap the flop. You're not going to eliminate anyone, and you're either way ahead or way behind.

Bet the turn.

Lead the turn, strongly consider folding to a raise, unless you possess reads that say otherwise.
