That's spooky, I was going to say Aimee Mann before I opened up the thread, but for some reason, I figured I'd be alone in that opinion. I still get chills whenever I listen to "Coming Up Close".
Dido would probably be a distant second choice for me.

Martina Sorbara (http://www.martinasorbara.com/) is pretty good, but...
Downtempo has some of the best female vocalists by far:
Sophie Barker ('In the Waiting Line' on Zero 7's 'Simple Things')
Sia Furler [Speed Dial Number 2 and Somersault on Zero 7's 'When it Falls']
Emiliana Torrini [Thievery Corporation's 'Richest man in babylon'] has a pretty similar voice.. They're both really throaty, but it lends a lot of character. On that note, I also like Norah Jones here and there, notably on Charlie Hunter's cover of Nick Drake's "Day is Done."
Damn. I should know more OTOH.

Margo Timmins is insanely good. I saw her (Cowboy Junkies) in Hamilton this summer. She has the sexiest stage presence/voice ever. Michael (her brother) writes amazing songs for her to sing as well.
El D. check out Neko Case's Blacklisted album. Dark and very powerful album different from pretty much anything else available today (similar to Patti Smith maybe?).

I got drug along to an Evanescence show last year.
Surprisingly good. She sang My Immortal with only the piano to accompany her. Amazing voice. Nice range.

I'm surprised that no one so far has mentioned Lisa Gerrard (of Dead Can Dance). She was also the vocalist on the Gladiator soundtrack...I'm sure she's done other semi-mainstream stuff but I don't recall any of it offhand.
"Pretty" probably isn't quite the right word to describe her singing, but her voice is incredible. Try Dead Can Dance's "The Host of Seraphim" for a sample.

When she's not doing the country-western thing, the tone of Norah Jones' voice gives me chills...
