is this just a case of scared money? would you have raised the turn, or just called down? lately i've been feeling like i'm reraising with the worse hand, or just check/calling with the best hand....any thoughts?

I honestly don't see any reason to think villian has you beat. Sure he could have JJ (or if he is terrible something like J5) but it seems to me that it's going to be something along the lines AJ or JTd far more often. If you do put in the raise on the river and villian caps I would just call the river unless you improve.
