Are there any books that contain detailed information on pre-flop play? I've read "Winning Low Limit Hold'em" and "Hold'em Poker for Advanced Players" but neither of them contain enough information for me to know how to handle every situation pre-flop.

Holdem for Advanced Players should have enough info in it.
You will never have a 100% correct preflop plan IMO.

These are for limit holdem if you want details on no limit I would say Harrington on Hold'em is the best.

Such a book would have to be atleast 1000 pages long!

Why?

Preflop play is probably the easiest part of Hold'em to put down on paper.

In fact, it has been put down on paper.
But if the OP is looking for something like this...

Because he said he wanted a book that deals with EVERY preflop scenario.

The total number of possible scenarios is mind-boggling. Just scratching the surface of possible action, I get a number of different scenarios of over 34 million. You won't get this in any book - ever.

You'll go alot further understanding why the recommendations are what they are. Why is calling an UTG raise in UTG+1 with 44 a bad idea? For that matter, why is cold-calling almost always a bad idea? How come you can limp with 65s on the button, but not UTG? Understanding pre-flop concepts will not only allow you to never play badly before the flop, but it will improve your game after the flop.

Pre-flop is where you save the most money, post-flop is where you make it. Poker is a thinking person's game.

Small Stakes Hold'em contains by far the best preflop info I've read.

Also read & search the micro & small stakes forums.
