If this is real, then it is most definitely sexual assult. Just grabbing someone's ass is assualt, and this clearly goes beyond that.

I believe it is staged because if someone was going to do that wihtout permission, they would probably dress a little more low key than wearing a purple shirt and a crazy rasta hat.

He falls on his knee as he tugs down the underwear. He is holding her back and that combined with her previous momentum creates the stutter step. You would stutter step too if someone grabbed your pants from the rear and held you back.

I vote real. The reasons are that the women seems to be struggling to get her panties back up, therefore meaning that she wasn't expecting it. Also, if it was staged, I think the target would have went with a more fan friendly choice of underwear, such as a thong or g-string.
