I don't believe that PokerNow is stopping any of it's affiliates from offering rakeback. I do know that raketracker, for example, has decided to end it's association with PokerNow from here on out. Maybe some others have as well(???)
Here's a short summary of what's on the raketracker site:
PokerNow is undergoing an audit by IGM. IGM has frozen their February payments until this is completed / resolved. The audit is supposed to be complete by the end of the week, and PokerNow seems pretty confident that they will get paid.

For much of last week, there was at least a couple of threads a day popping up about PokerNow. At one point there were a whole bunch of funny "the sky is falling" posts predicting the end of rakeback, bonuses, and the collapse of internet poker in general /images/graemlins/smile.gif
