The dealer exposes, say fourth street, before one or more players have yet to act. What is done?

I've heard that the exposed card be put back in the deck, the deck is then reshuffled, the remaining players then act in turn and a new (or possibly the same) fourth street card is then flipped up... does this sound right? I thought that once the deck was shuffled and cut it was set...?

What I've seen done is the flashed card is announced to all players, and then used as the burn card.
