His play up until that point really looks like he has a T. If he had 2 pair he would have likely bet the turn. I think a 3-bet here is okay as I expect to see him outkicked a lot.

This smells like top pair + weak kicker to me, but his flop bet could also be inspired by your calling preflop and thus I would not rule out the chance that he has backed into a flush (which he can not have when he has top pair).

However, I would keep it simple, put him on the hand the betting pattern suggests and 3-bet, assuming he holds top pair.

You'll feel stupid when he shows you the flush, but I strongly believe 3-betting is +EV the way this hand developed.

I usually fold this from EP, but I'd call in UTG+2 in a high players/flop, passive table (SSH recommends calling in a 6-8 player/flop avg table). Then again, I play PokerStars .25-.50 where I occasionally see a players/flop % in the 60s. I'm not sure about Party .5/1 - I'd assume you'd hardly ever see more than 5 players to a flop let alone whole table of loose/passives who play more than 60% of their hands on avg. If there are tables like this, and dammit I need to move up a level quickly.

But why is this a raise/fold situation?

I agree. I dump ATo in EP, but I'll raise with it in MP or LP if there have been one or two limpers.
