Under what circumstances is it right to raise for value?

when you have the best hand. Or a draw to the best hand, where odds of you making your hands are equal to or less than the number of callers you expect to call your raise/bet.

It is correct to raise for value when you feel you are a
favorite if called.

When your equity edge on a raise for a given street is greater than your equity edge over the entire hand if you call or fold, you should raise for value.
