epidemic with people betting outof the SB

why is it that in 80% of unraised pots the small blind makes bottom or middle pair, maybe a straight draw and bets out 2/3 of the pot. gets raised by a MP/LP limper and folds. then the next unraised pf hand, it happens again, and again and again. i find myself having to laydown hands i would wish to continue with in the BB once in awhile, while im 80% certain i have the SB beat, but im too aware that i might get raised.
