BB/hr and jump to next level

Hi. i got two questions and i want to know the way you handle it. i play limit holdem on betandwin and ppl there are pretty bad. so it could be that my BB/hr is higher than on other pages limit games.

1) what is a good BB/hr rate in 10ppl limit holdem (25c-50c / 50c - 1$ / 1$ - 2$). i dont know my BB/100 i only have statistic about the BB/hr

2) when is it time to play the next higher stakes? (dont talk about bankroll, but BB/hr)
