I would. you may have the second worst boat possible, but I'd put them on flush/low draws. And with the diamond hitting the river you'll probably get one of them to call your bet.

Bet the turn and make them pay for low draws!

Given the turn check around followed by river checks, bet the river.

Why Value Bet? So someone playing KK, K9, K3, ( or GASP 99)
raises you?

If you haven't gotten a good read on your players like you said. Just check, win the pot and then assess what they were calling on the flop to get a better read in future hands.
