The GIF format is setup to allow animation. You define a bunch of frames to be displayed sequentially, just like a cartoon. It's the same thing that's used for animated/flashing banners.

There's a bunch of software packages available for setting this up. Here's (http://www.download.com/3120-20_4-0.html?qt=gif+animation&tg=dl-2001) a list of many of them.
