you still have 12 bb left. i limp and then decide what to do on the flop. if you push, you are likely going to be called by someone who has you smoked or a coinflip and there are two stacks shorter than yours that may bust at any moment. if you were in level 4 i would push without any regret

The two stacks shorter than him are not a positive. Do you see why?

And no, 99-55 doesn't really fold here at low level Party.

the only reason i can think of is because other players will be more likely to call when they push with a top notch hand. it is true that 99-55 may be included in the hands that will call from time to time, but no where near as often as the other hands. all in all i don't like betting 650 into a 200 (i think) pot.

No.

How much will he pay in blinds in the next 10-15 hands?

I like it given your stack size. While the reward isn't significant if they fold, it will at least buy another round. At this stage, you should have no fear of being called by overcards because you are going to have to take a coin flip at some point.

Now let's say you have 1000TC, then things become a little different.

anywhere from 150 to 300. the problem i have with this reasoning is that if the two stacks bust, he will have to pay much more.

Hence that not being a positive.

You must raise here, as your hand is too likely to be the best hand, and the money in the pot is very important to you right now. The only question is how much to raise.
Moving allin will often eliminate hands with overcards that have a chance to beat you (although sometimes it won't..) and may sometimes discourage low pairs that you would be happy to play against from playing with you.
Raising less is of course much riskier, because if you raise it to 250 and get two callers, and the flop comes Ace high and one of them bets into you, you have a very tough decision to make.
Anyway I like moving allin the best as the chips in the pot now are about 25% of your stack, which means that you don't especially mind winning them without a fight. Raising less is the 2nd best option. Calling is the 3rd best but its quite bad, and folding is terrible.
