No raises preflop, a couple of opponents (2-4). Late position.
You land a pretty good draw (OES or flush). No one raises in front of you. Is it correct to raise on the flop here in order to get odds for your draw on the turn?

You KNOW the pot's gonna be too small for a correct call on the turn otherwise.

Bet/Raise for sure. You already have the odds.

Against 2 opponents you are semi bluffing. You may win the pot right there.

Against more than 2, you are likely value betting along with semibluffing.

Gaining odds to call the turn is just a side benefit of betting the flop, not a reason to bet the flop.

Otherwise, why not jack the hell out of the flop with a gutshot with many players in so you can be assured to have the odds to call a turn bet? Think of more extreme cases to get an even better idea.
