Given that you know that MP2 is loose (you didn't mention aggressive or passive) a 3 bet preflop would give you a lot better information on where you stand and I think make the rest of the hand easier to play. Also it might push out UTG (maybe unlikely depending on how loose) and make sure the blinds weren't coming along.

I would think that a normal player would have a better pocket pair than you but due to his pre flop looseness he may have the 3. I would call it down.

Well, it depends on how loose, and how aggressive your opponent is. Some players, would play pocket 7s this way. Others, are going to have Aces everytime when the play this way. For sure, you are done raising, unless you spike a nine, but from here, you could either call down, or lay your hand down, depending on your read. I would probably tend to lay this down to the turn bet against a complete unknown, because I am pretty sure that his flop threebet shows that I am beat.

If LAG, 3 bet PF
IF LP, calling is fine, i fold to a turn bet.
Unknown, I probably 3 bet PF and take it from there.

you say he was loose... how were his raising standards?

if he was aggressive, too, 3 bet preflop.

If MP2 is aggreessive, I at least call, and maybe raise the turn.

If MP2 is passive, I feel pretty comfortable laying down to a bet on the turn here; the 3 bet on the flop tells me I'm most likely beat. Also having UTG calling, when he his tight passive post flop gives me a little more comfort, he could be slowplaynig a 3 or another hand that has me beat.

Raising the turn against virtually any player would be a mistake. With UTG still hanging around a pretty loose, it's quite possible he has a 3.
