Is it chemical bonding between the materials or an interleaving of the molecules? Like velcro?

Yes and no, it varies from glue to glue. Some glues work simply by creating a microscopic lock and key mold to lock materials together. Others use hydrogen bonds, Van der Waals bonds, ionic bonds, covalent bonds, or any combination of the above.

van der Waal's forces make up some of it, but these forces aren't very strong . The theory on stuff like Scotch tape is that there are little air bubbles caught bewteen the weak adhesive that creates a suction effect. All of these little suction cups cause the tape to stick much better then inter-molecular forces would suggest.

Goo is what tape is all about. Goo is what makes it tape. Without goo, it would just be paper.
