I would have reraised if the SB didn't call. Given that he called I just call as well. But given that you raised, I'm check/folding unless I hit. The SB calling two raises cold makes me wary- he likely has a mid to high pocket pair and isn't going anywhere.

Hand 2
You have got to raise 99 harder than that. There is no way the limper folds for an extra 1500 chips and you really want to take down the pot right here. Stick in a nice raise to 3500 or so, even as much as 5000. Easy fold to the all in either case, but if you raise more you can be more sure you're beat if he comes over the top. Here he overbet and might have AJ or even 66, but most hands youre 50-50 with or dominated by, so muck.
