What is the difference between making an expert fold and folding too often?

A couple examples are you raise on the turn and are 3 bet, you fold. Or you value bet the river and are now check raised with a 3 flush on board (you have TPTK), you fold. How does one determine whether or not a fold postflop in limit is a good fold or not calling enough?

I think the difference is knowing your opponent. There are some opponents against whom you can make a lot of folds in the spot you describe and be correct. There are others against whom you can't. Learning the tendencies of your opponent and being able to figure out where they are is what makes an expert poker player.
