it only lists the buy-in for 2 table. what's the buy-in for each level of 1 table steps?

Buyins are the same for 1 and 2-table. Only the payout structure is different.

The buy-ins are exactly the same for both 1 and 2 tables

then the single table Steps are better since top 40% get paid at final table, vs top20% in 2-table???

No, because they get paid 1/2 as much.

Not for a shark, as they'd rather have fewer places pay more money. If you're lucky just to place (like me at a step 5) then sure.
