I think that the concept behind the Lord of the Rings was that the British Isles did not have much recorded history or folklore during a certain time (something like 400-700 A.D.). So Tolkien was taking the liberty to make something up, thus his creation of Middle Earth, thus the British accents.

Tolkein actually specifically described the accents of the various peoples of middle earth.

It's almost as weird as American actors doing fake British accents when they're making gladiator movies (ie. Troy).
