Anyone? I'm wondering if I should have bet out on the flop or if the call on the river is okay.

Preflop: Fold.
Flop: Check - fold to any bet.
Turn: Check - fold to any bet.
River: Bet Pot, call raise lose to J9 and berate myself for playing 64o in the first place.

To sum up:
Fold Prelfop!

Except for trying a semibluff on the turn that's exactly how I played it, so I guess other than the loose call preflop I played it correctly? I did indeed lose to J9, but my question is more about playing OESD in general. It seems you would advocate not contributing 1 chip to the pot until you have made your straight. Is that the general consensus?

If you have an open ended straight draw where either card will give you the nut straight, how would you play it differently (ie QJ on a 29T rainbow board)?

The semi-bluff here is a fantastic play IFF you're sure that the villain is capable of getting away from a hand. I play the 10s, 20s, and 30s where it's generally NOT the case that a semi-bluff works UNLESS it's late in the game (6 or less players) and I have a read on the villain.

EDIT: I'll add that I would have folded this pre-flop at this point, but would have considered limping later in the game.

Don't tell the wolves you lost to J9, because all you will hear in response is how you should NEVER NEVER play the 64. Oh, by the way.........FOLD PREFLOP!

Dont play a junk hand like this.

Its too easily beaten, the straights it makes aren't always the nuts too (as you found out).

Just check these until you get an unlikely hand, and folding is fine.

Thanks for the advice. I'm still wondering how to play an OESD differently if the straights I'm drawing to are the nuts. Any tips?
