It seems to be the standard around the world, outside of Canada, the United States and England. What are it's main flaws? Strengths?

Please, no long winded replies about the glory of the American system, and so on and so forth. I am looking for honest assessments, thank you.

Gridlock.

Government works better when power swings back and forth between left of center and right of center. If you stick to strict proportionality, you would have a static composition of government and little useful would get done.

The great advantage of winner take all races (like the races in the US) is the personality and character of the candidate can swing several percentage points and add an extra factor into the mix, which is a plus.

So less is accomplished without a majority government?
Is this neccessarily a bad thing?
