This situation comes up a lot, you flop a set, now what?

I go to the felt every time in this situation, but I was wondering if this line was too agressive. If I was the other guy, it would seem very obvious that I have a set.

Is there some point where I should just flat call and then get the rest in on the turn? Or is this the standard play?

I usually play most sets this way (I'd make it $12 actually), but with this ragged rainbow flop I think it's better to smooth call. You will get more money from your opponent if he hits his 5 or 6-outer, and it's very unlikely that he will hit a draw that puts you behind.

By the way, after villain raised to $38 you might as well push because he's not folding.

You played it fine. There's no way you shouldn't be going to the felt with this. I feel he's going to flip over a set of 2's more often that T's.

Of course you are going all in here. You can't always have the nuts to get all-in.

I agree you should just push when he bets 38.

Just to clarify, folding never crosses my mind in these situations, but my only question is how aggressive should I be to get it all in?

In this case my question is pretty much should I ever flat call the $4 on the flop and then try to get it in on the turn?

Raising the flop is good because you need to build the pot. But I would just call the BB's re-raise. You have position on him on the turn and there is a 99% chance he is going to come out firing. That turn bet will PC him. If he only has two pair here, he may very well fold to a flop push over his re-raise.
