Situation: Head's up. You have about 1/4 of the chips. When you bet the larger stack just calls. Kind of a "rope-a-dope" on opponent's part. Maybe he/she is a dope...

It's hard to steal without fairly good cards. It's hard to bluff. What do you do?

well, maybe not ANY two. You don't mention the blinds, which are important. If your stack is around 10x BB, then if you're going to play, you should push. If the blinds are small, then you can afford to wait for a good hand. And when you do get one, he'll probably pay off since he's such a calling station.
