A very common line heads up with weak aces is to check/call, check/call, bet/call. If it gets checked through on the flop and a club doesn't come then bet out. Another club or ace is not folding no matter what you do, and any hand except 64 probably is folding no matter what you do. So I think you should take this line here unless you're willing to drop it if you get raised on the turn without a club falling.
