Here's the information:
ab + 1 = 3
a>0
b>=0

Question: i. a+b ii. 4
a. Quantity in i is greater
b. Quantity in ii is greater
c. They are equal
d. Cannot be determined

Please explain why you chose your answer. Me and my friend have an argument as to whose right in this question. I just want to settle it.

They are both greater than zero (the "greater than or equal to" for b really just means 'greater than', since we know that b does not equal zero, because if it did, a*b would equal zero which we know it does not, because a*b+1=3 so a*b=2).

However, we don't know if a=100 and b=.02, in which case a+b > 4, or if it's something like a=root2 and b=root2, in which case a+b < 4).
